Ask the owner if they are aware their dog is disturbing you.  If you don't get the response you hoped for, a Metro Ordinance formally addresses all animal issues... including barking.

What can I do about persistent loud noise?

Metro Louisville has a noise ordinance that tries to memorialize what most people maintain is common sense.  If it is loud and it is persistent, it probably is in violation.  Click HERE for the Metro Noise ordinance - http://www.louisvilleky.gov/NR/rdonlyres/B40742AE-83B4-4389-A73C-7FE6344AFA41/0/noiseordinance.pdf
